This kit might be for the 68 and 69 inside AC heater box to firewall attachment parts. The 67 AIM says the inside attachment bolts/screws are the same bolt that attach the AC suitcase to the firewall (3843393 p. 205 & p. 194) and these aren't them. The speed nuts are also wrong as they aren't wide enough like the originals (these are more like the non-AC speed nuts). The rubber gasket is correct though.
